Institutional Strategic Leadership

The Office of the Senior Vice President for Academic Administration, UMN System, provides leadership for the University of Minnesota System Council and has shared responsibility for University-wide strategic leadership, including capital oversight planning; strategic positioning, budget, and compact planning; legislative requests and government relations; and higher education policy.

University of Minnesota System Council

The University of Minnesota System Council is responsible for ensuring the efficiency and effective use of University system assets and resources by finding ways to reduce expenses, eliminate redundancy, share resources, integrate decision making, and improve our service to the state through collaboration and consolidation.

Capital Oversight Planning

The University’s Capital Oversight Group coordinates all activities related to the University’s capital planning, financing, communication and construction activities. Overseen by the vice president for University Services, senior vice president for Academic Administration, UMN System, and vice president of Budget and Finance, the Capital Oversight Group provides direction to multiple University units.

Strategic Positioning, Budget, and Compact Planning

The University’s compact process aligns University planning and budgeting with strategic positioning goals and objectives; complementary compact and budget instructions are two parts of one coordinated submission. The senior vice presidents and the Office of Budget and Finance develop analyses, models, summaries, and recommendations related to strategic positioning priorities/core activities and the all-funds budget for the president’s review and recommendation to the Board of Regents.

Legislative Requests and Government Relations: Biennial Budget and Capital Requests

The senior vice president for Academic Administration, UMN System, has shared leadership for the development of the University’s biennial budget request and capital request as well as for promoting the University’s state legislative requests, coordinating the University’s state and national agenda by interacting with educational policy groups, and strengthening the University’s connections to campus neighbors and local governments.

Higher Education Policy

The senior vice president for Academic Administration, UMN System serves on national, state, and regional boards and coalitions, representing the University of Minnesota in policy development related to higher education.
